I.  BASIC RULES & REGULATIONS

  1. There are FIVE Categories in The 17th Hong Kong Independent Short Film & Video Awards (ifva), including the Open Category, Youth Category, Animation Category, Interactive Media Category and the Asian New Force Category.
  2. To ensure fairness, jurors and staff of “The 17th ifva” are not allowed to take part in the competition.
  3. Both film and video under the same category will compete together.
  4. Both “completed works” and “proposals” will compete together in the Interactive Media Category.
  5. There is no restriction on the number of Entries, but each Entry can only be entered for one category.
  6. Works that have been entered, or have won prizes in other contests may also be entered.
  7. Once the screener has been submitted, it cannot be exchanged after the submission deadline, 25th October 2011.
  8. Once the application is submitted, no entrant is allowed to withdraw without the Organizer’s written permission.
  9. Winning Entries are assessed and decided by the Jury Panel of the respective category.
  10. The Organiser and Jury Panel reserve the right to disqualify any Entry that does not comply with the Rules and Regulations of this competition. The decisions of the Organiser and Jury Panel shall be final and conclusive.
  11. The submission to ifva implies acceptance of the Details and Regulations for ifva Entrants. The English text of the Details and Regulations is the authentic and binding version. The Organiser has the sole and final decision in relation to issues which have not been covered in the ifva Details and Regulations, the Entry Form and the Work Submission Form. The Organiser reserves the right to revise such regulations and forms at any time.

II. ENTRANT ELIGIBILITIES

  1. Open Category
    Entrants must be at the age of 18 or above, permanent Hong Kong residents (the persons hold the Hong Kong permanent identity card and have the right of abode in the Hong Kong Special Administrative Region). If the Entry has more than one entrant, at least one of the joint-entrants must be at the age of 18 or above, and at least half of the joint-entrants must be permanent Hong Kong residents.
  2. Youth Category
    Entrants must be at the age of 17 or below, permanent Hong Kong residents (the persons aged under 18 before 25th October 2011, who hold the Hong Kong permanent identity card and have the right of abode in the Hong Kong Special Administrative Region). If the Entry has more than one entrant, all joint-entrants must be at the age of 17 or below, and at least half of them must be permanent Hong Kong residents.
  3. Animation Category
    Entries must be animation works. Entrants have no age restriction. Entrants must be permanent Hong Kong residents (the persons hold the Hong Kong permanent identity card and have the right of abode in the Hong Kong Special Administrative Region). If the Entry has more than one entrant, at least half of the joint-entrants must be permanent Hong Kong residents.
  4. Interactive Media Category
    Entries must be interactive media works. Entrants have no age restriction. Entrants must be permanent Hong Kong residents (the persons hold the Hong Kong permanent identity card and have the right of abode in the Hong Kong Special Administrative Region). If the Entry has more than one entrant, at least half of the joint-entrants must be permanent Hong Kong residents.
  5. Asian New Force Category
  6. Entrants must be residents of Asian countries / regions having rights of abode (excluding Hong Kong permanent residents). If the Entry has more than one entrant, at least half of the joint-entrants must be residents of Asian countries having rights of abode. Individual particulars of each entrant must be submitted along with the Entry Form.

Asian countries include:
Afghanistan; Armenia; Azerbaijan; Bahrain; Bangladesh; Bhutan; Brunei; Cambodia; China; East Timor (Timor-Leste); Georgia; India; Indonesia; Iran; Iraq; Israel; Japan; Jordan; Kazakhstan; North Korea; Kuwait; Kyrgyzstan; Laos; Lebanon; Malaysia; Maldives; Mongolia; Myanmar; Nepal; Oman; Palestine, Pakistan; Philippines; Qatar; Russia; Saudi Arabia; Singapore; Sri Lanka; South Korea; Syria; Taiwan; Tajikistan; Thailand; Turkey; Turkmenistan; United Arab Emirates; Uzbekistan; Vietnam; Yemen

Note: In case of any dispute concerning the definition of the above categories, the interpretation of the Organiser shall be final and conclusive.

III. ENTRY REQUIREMENTS

1. Basic Requirements

  • Entries must be produced in or after 1 January 2010. Works that have been updated after the said date are also eligible.
  • The maximum running time of Entries (except those of Interactive Media Category) is 30 minutes (including end credits).

2. Open Category, Youth Category, Animation Category

  • There is no restriction on shooting format for either film or video Entries.
  • Any type of film (including but not limited to fiction, animation, documentary, experimental, except commercials) on films or video as its screening format can be submitted to the competition.
  • If Cantonese is not the main language of the Entry, Chinese/English subtitles or a Chinese/English dialogue script must be submitted along with the Entry.

3. Interactive Media Category

  • Entrants can submit either a “Completed Work” or a “Proposal”.
  • Interactive Media works can be in all forms and formats and should allow user’s participation.

4. Asian New Force Category

  • There is no restriction on shooting format for either film or video Entries.
  • Any type of film (including but not limited to fiction, animation, documentary, experimental, except commercials) on films or video as its screening format can be submitted to the competition.
  • The Entry must have English subtitles.

V. COPYRIGHT & SPONSORSHIP/FUNDING

  1. Copyright

    a. All Entrants must be the sole and exclusive owner of the copyright in the Entry(ies). Where there is more than one Entrant to an Entry, all of the Entrants must be exclusive owners of the copyright in the Entry. Entries should not infringe any rights of any third party.

    b. All Entrants should only use third party’s music excerpts or film/video segments in the Entry with the prior written consent of the relevant third party. Entrants must acknowledge any authorized use of music excerpts or film/video segments in the Entry in accordance with the relevant copyright laws. The Organiser shall not be responsible whether directly or indirectly for any liability arising whatsoever or howsoever from any violation of any copyright laws. Entrants agree and undertake to accept and be responsible for all such liability arising therefrom.

  2. Sponsorship/Funding

    a. If the Entry is sponsored/funded by any Organisation(s) / college(s), nature and details of the sponsorship/funding must be stated in the Work Submission Form.

    b. Entrants must ensure that the sponsor(s) will not interfere with their creativity and production.

VI. APPLICATION & WORK SUBMISSION

Entry Form and Work Submission Deadline: 2011. 10. 25 (Tuesday)

  1. Create a user account:
    Please go to www.ifva.com/2011/register/ and create a user account.

  2. Online Application:
    Use the account to login the online application system. Fill in all relevant particulars and confirm the submission of application.

    Note:    
    You may enter one or multiple works by using ONE user account. You can add more entries on the page “My Entry(ies) Summary” in the online application system. Upon completion of your Online Application form, you have to click “Submit All Entry(ies)” to confirm your application. Once you click the button, you confirm to submit ALL applications and you are not allowed to go back and edit your entries.

  3. Work Submission:
    Follow the instruction on the confirmation e-mail. You have to submit works and related documents on or before 25th October 2011 6:00pm (Hong Kong Time):
a. Video of your Work

  • 5 copies of DVD.
  • Format requirement: DVD must be played on any home DVD player for residential use.
  • Please do not attach any making-of or trailer.
  • If you have more than one submission, please put one DVD per film.
  • Your Entry Code, Entrant Name and Entry Title should be marked clearly on each piece of DVD.
  • Please note that all entries duly submitted will be final. No further amendment and/or exchange of version to the submission can be made.

 b. Photocopy of Hong Kong Permanent Identity Card (HKID)

  • Entrants to Open, Youth, Animation and Interactive Media Category must submit photocopy of Hong Kong Permanent Identity Card. In case of Joint-Creation Entry, all entrants should submit the photocopies of HKID to indicate relevant resident status.
  • For entrants to Asian New Force category, no identification documents are required at this stage. Entrants must submit valid identification documents (e.g. residence card or passport copy) for eligibility verification upon request. The Organizer reserves the right to disqualify any entry if the entrant fails to provide such document.

c. Work Summary

  • Upon submission of online application form, you may go to the page “My Entry(ies) Summary” to click print of the “Work Summary”.

d. Subtitles and Dialogue Script

  • If the main language of the Entry to Open/Youth/Animation Category is other than Cantonese, the Entry must contain Chinese or English subtitles or submitted with a Chinese or English dialogue list.

  • If the main language of the Entry to Asian New Force Category is other than English, the Entry must contain English subtitles or submitted with a English dialogue list.

For entrants to Interactive Media Category, entrants must submit a Chinese and English user guide/manual.

Your work shall be submitted to us together with the above materials by mail (postmarked on or before deadline) or by hand to:

If your work is submitted by post, the postmark must be on or before 25th October 2011. If it is submitted in person, your work must reach our office before 6:00pm in Hong Kong time.  Incomplete applications or applications not accompanied with the required documents may not be considered. 

Note:

  • All identification documents are for the purpose of entry eligibility verification only. All documents will be destroyed subsequently.
  • In the event the Entry is selected for presentation in “The 17th ifva Festival”, the presentation copy should be sent to the ifva office on or before 13th January 2012 (Friday).
  • All screeners and finalist screening copies will not be returned.
Asian New Force Category :

Application Method 1:
Online Application & Work Submission

  • Upload Your Work:
    Fill in all required information in Reelport (www.reelport.com), and upload your work online.
  • Confirm submission:
    Register at the http://www.ifva.com/2011/reelport on or before the submission deadline (25th October 2011). Fill in the required information and confirm the submission.
  • Subtitles:

The Entry must contain English subtitles

Note:

  • In the event the Entry is selected for presentation in “The 17th ifva Festival”, the presentation copy should be sent to the ifva office on or before 13th January 2012 (Friday).
  • All screeners and finalist screening copies will not be returned.

VII. ENTRY PRESENTATION & ARCHIVE

  • For Entries which are to be awarded or selected for presentation in “The 17th ifva Festival”, the Organiser has the right to:
  • use no more than 3 minutes footage or 10% of the total running time of the Entry, whichever is longer, for promotion purposes in any and all media;
  • present the Entry in “The 17th ifva Festival”; and
  • to arrange local and overseas non-commercial presentation for the Entry in “The 17th ifva Touring Showcase” within a year after the award presentation ceremony, provided that the Organiser shall duly notify the Entrants of the same. The Organiser shall be entitled to firstly recoup its costs arising from the presentation of the Entry in “The 17th ifva Touring Showcase” from the rental fees (“Rental Fees”) received from the Touring Showcase for the said presentation of the Entry (up to 35% of the total Rental Fees payable.) Thereafter, the remaining Rental Fees shall be held by the Entrant.
  • The ten finalist works of the Interactive Media Category (both “completed works” and “proposals”) will be set-up together for exhibition during “The 17th ifva Festival” at Pao Galleries, Hong Kong Arts Centre in mid-March 2012 The exhibiting scale of the entry may need to be adjusted due to the spacing availability of the exhibition venue.
  • Any use of the Entries for any commercial purposes will be subject to the conclusion of a separate agreement between the Organiser and the copyright owner of the particular Entry.
  • The Organiser has the final decision on presentation arrangement.
  • For Entries which are to be awarded, unless the Entrant objects in writing, the Entrant agrees and acknowledges that Hong Kong Film Archive has the perpetual right to keep one copy of each winning Entry for archival or research purposes, or for the purposes of non-profit making presentations in the performing venues of the Leisure and Cultural Services Department. The Entrant of the same agrees and acknowledges that the Organiser has the perpetual right to provide the contact details of the particular Entrant to Hong Kong Film Archive for the said archival arrangement.
  • Unless the Entrant objects in writing, the Organiser has the perpetual right to keep one copy of each Entry for educational, archival and research purposes.
